The Policy and Markets Roundtable on Gaming Sector Regulation will bring together regulators, industry leaders, financial institutions, technology providers, professional advisers and consumer protection stakeholders for an in-depth discussion on Kenya’s gaming economy. Building on the preceding virtual forums, the Roundtable will examine key issues including licensing, taxation, financial integrity, illegal and offshore gaming, consumer protection, advertising, data governance and county-level regulation. Participants will assess areas of agreement, identify implementation gaps and clarify the responsibilities of institutions and market actors. The engagement is designed to produce practical policy recommendations, a stakeholder responsibility matrix and coordinated advocacy priorities.

Protecting the Player looks at what happens after a gaming operator gets licensed not just how they got there. It covers fair product terms, timely payment of winnings, and protection of player funds, alongside responsible gaming tools like self-exclusion and spending limits. A key focus is distinguishing ordinary participation from real financial harm to a household, including gaming funded by borrowed money. The session also examines advertising and influencer accountability, youth exposure, data use, and platform cybersecurity. It closes by asking how consumer protection responsibilities should be shared across regulators, operators, payment providers and county governments.

We examine the financial systems supporting lawful and unlawful gaming activity considering banking access, mobile money, payment service providers, merchant onboarding, customer identification, source of funds, transaction monitoring, suspicious transaction reporting, tax reconciliation, disguised merchant activity, offshore structures, organized criminal exposure and illicit financial flows. The forum will be particularly relevant to: Commercial banks, microfinance banks, mobile money providers, payment service providers, payment aggregators, card networks, remittance providers and FinTech companies. The Policy and Markets: Gaming Sector Regulation Series is a structured stakeholder engagement platform focused on Kenya’s evolving gaming regulatory environment. The first forum will bring together regulators, gaming operators, financial institutions, technology providers, professional advisers and consumer protection stakeholders to examine the impact of the new regulatory framework. Discussions will address licensing, taxation, payments, financial integrity, consumer protection, advertising, data governance and illegal or offshore gaming activity. The event aims to identify regulatory gaps, clarify institutional responsibilities and develop practical recommendations that support both public interest and lawful market growth.
